As people live longer and in the family planning policy under the low birth rate, our country has entered the aging population, pension issue has become the problem concerned by society more and more important. A retired civil servant is a special group among the elderly, their pension benefits significantly better than other retirees, especially pension "double-track" existence, pension benefits more widened and other retirees of the gap, which is contrary to the social fair principle. For retired civil servants themselves, because of enjoying the "system of units welfare", often prone to rely heavily on ideas, lack the ability of self management and self service. At present, a retired civil servant endowment to home-based, but due to the changes of modern family structure and people’s lifestyle, family endowment function is weakening, home care mode cannot adapt to the demand of pension for retired civil servants, new pension have become an inevitable. Closely related to people’s lives and communities, has unique advantages in manpower, material resources and the region, in the community endowment becomes a new choice of retired civil servants pension. According to the civil service retirement in Kunming city as an example, expounds the present situation and features of retired civil servants pension, endowment pattern and main characteristics of the United States and Japan, in the proposed has the Chinese characteristic the retired civil servants pension system on the basis of comparison between community endowment model, and use the SWOT analysis method to analyze the system, finally put forward the thinking on how to eliminate civil privilege, strengthen the community construction, improving social security policy, in order to better pension and retired civil servants, further promote harmonious and stable social development.
