Closely related to people’s lives and communities, has unique advantages in manpower, material resources and the region, in the community endowment becomes a new choice of retired civil servants pension. According to the civil service retirement in Kunming city as an example, expounds the present situation and features of retired civil servants pension, endowment pattern and main characteristics of the United States and Japan, in the proposed has the Chinese characteristic the retired civil servants pension system on the basis of comparison between community endowment model, and use the SWOT analysis method to analyze the system, finally put forward the thinking on how to eliminate civil privilege, strengthen the community construction, improving social security policy, in order to better pension and retired civil servants, further promote harmonious and stable social development.
