The Study On The Problem And The Countermeasure Of Aged Care In Community Of Changchun

With the deepening of arrival of aging, China has entered the ranks of population aging.The population aging not only have problems of changes of population structure, but alsohave a relation to the development of our country’s political, economic, and socialundertakings. How to solve this problem is an important indicator to test the currentdevelopment of various undertakings in China, and it is also related to the national economyand livelihood of the masses.Currently, we have three modes to provide for the aged. They are homebased care forthe aged, agencies pension, and the community aging residence mode. Through comparativeanalysis, we see that homebased care for the aged function has gradually weakening withChina’s traditional family structure changing. The pressure of taking care of the aged of thechildren has increased, but the pension needs of the aged are difficult to satisfy. Agenciespension can relieve the pressure of the children to take care of the aged, but due to the highfees and the aged lack of family belonging, it is also difficult to provide strong support for thepension problem. The community aging residence mode is a mode that the aged do not needleave their familiar family environment, and they can enjoy the care and services of thecommunity. This mode absorbed the advantages of the first two, but avoided their drawbacks.This thesis is divided into four parts, the first part is start from the basic situation of thedevelopment of the community aging residence mode, and make an overview andintroduction of significance, research status and research methods of the community care. Thesecond part introduces the basic theory of the community care service. With the comparisonof homebased care for the aged, agencies pension, and the community aging residence mode,this part analyze the feasibility and practical significance of the community aging residencemode. The third part is taking Chaoyang District, Changchun City for example. From theChaoyang District’s present situation and development of service, author summarized theproblems existing in the service. The last part, according to the advanced experience fromdomestic and overseas, based on the research before, author propose the solution to strengthenthe functions of the community pension in Changchun City.
