Role Of Local Government In The Standardization Strategy

With the background of economic globalization, Standardization which acts as an important action in industry competition is the commanding heights strategy of social and economic development. Nowadays, taking the’standard commanding heights’becomes the most advanced form among the competition of current international countries, regions, enterprises and markets. Some of countries investigate and implement standardization strategy to promote economic and social sustainable development. It is an important way to test governing capacity and innovation ability through implement the reality effect of standardization strategy.The thesis starts on the basis of the basic theory of standardization strategy, and then analyzes the standardization strategy’s characteristic and conceptual framework, explicating the significance of standardization strategy. According to research attribute of standard public goods, the study provides the logical proofs for government to formulate and implement standardization strategy. After that, with comprehensive summary the standardization strategy policies in developed counties and the base of Chinese government implement standardization strategy, the thesis uses theoretical derivation and Xi’an High-Tech industrial Zone which is a standardization demonstration zone in China as a case study to investigate and analyze the government’s role in implementing standardization strategy. At last, the author clarities a suitable way for local government at all levels to play an important role as the decision maker, the director, the pusher, the coordinator and server in implement standardization strategy. Finally, the author offers suggestions for government at all levels to boost the implement of standardization strategy comprehensively.
