Social consciousness is the basic category of historical materialism, it is transfer or given a new concept, namely public consciousness through the human’s public dimension. The public consciousness can be the basic concept of human existence. It means that "the self and "the other" of the social subject based on a common bond to achieve mutual recognition and recognize in a social community. Meanwhile, public consciousness will be the whole consciousness, that it should pay attention to the public interest, service the other and the community. So with the public consciousness of the public service is the focus of this paper, it express that through the perspective’of the dialectical relationship of the public existence and the public consciousness, analyses deeply the public services’consciousness,which service first, aim for the public interest and reflects the civil rights. And act on the public services’practice that regarded as "the public existence", provide a theoretical basis for reference and the real connotation in achieving the transformation of the public service.The first chapter carries on the Chinese and Western historical origin on the public thought firstly. Secondly, Interpretation on public view in philosophy and non-philosophy level. Lastly, to explain "the public existence" and "the public consciousness" based on the public dimension of historical materialism holds inevitability on public service’s demand that they both features. And they can achieve the theory innovation in the basic relationship between the social existence and the social consciousness.The second chapter mainly discusses contemporary public consciousness and the public service’s practice. At first, it introduces the contemporary public consciousness about Habermas and Communalism. And second, with in historical materialism’s perspective, states the conception and essence of the public service and the public consciousnesses practice. In the other word, the connotation about " service" in the public power as well as civil rights. Ant last, it pumps the public consciousness how to correspond to the practice of the public service, which contains subject groups consciousness, practical fields and practical characteristic in the public service.The third chapter, mainly expound this combination in contemporary public consciousness and the transformation of the public service’s practice. Firstly, it recognizes the innovation of contemporary Chinese public service’s consciousness, which implies services to citizens as the core, including citizen participation, cultural identity, existence of main part and principle of equality and justice to be conformed. On the basic of outlining the situation of imbalance in Chinese construction of public service, investigates thoroughly the government’s administrative service reform, that meaning to establish the ethos of public service, achieve social public interest and in the process of transformation form "regulation-oriented government" to "service-oriented government", government’s functions, step by step, will be the ones of public service. These efforts will help the government to foster the public service that protects every citizen’s benefits.
