Public managers are the responsibility of the public management function, and its efficiency directly affects the development and rise and fall of the management unit. For a long time, the rigid mechanism of the institution, which affects the work attitude, efficiency and service function of the basic level managers, is more detrimental to the image of the public institutions, which has become the criticism of the society. Under the new situation of the reform of public institutions, the importance of the style of staff and the service consciousness of the enterprises should not be ignored. Authority sector workers in terms of ideology is a common problem for government agencies and institutions grassroots service department, within a short period of time it is impossible to eliminate this phenomenon, not because the cultivation of idle lazy habits and hold the post of its continued. Without change, there is no way out, no future. Deepening the reform of public institutions will not be reversed, early awakening, early changes, early to find a way out, can not wait. Only unified thought, stimulate the internal vitality, strengthen inner sense of urgency, changing the attitude and method of work, the establishment of long-term steady mechanism, persevere, groping down in order to build a positive and upward organs atmosphere, in order to make the units in the spring tide of reform of institutions and stable development. The promotion of service quality of government service department is not only the inner need of the social environment, but also the necessity of promoting the development of the unit.In this paper, from the background of the reform of public institutions, in the process of restructuring and transformation of enterprises, through the collection of views and recommendations of the various departments of the unit, so as to clear the unit managers need to think and solve the problem. This paper analyzes the current status of the service quality of the Department, and on the basis of the experience gained, it focuses on the existing problems and deficiencies, and puts forward the countermeasures and suggestions. The main research content is:to new public service theory and performance appraisal theory as the theoretical basis, combined with literature research method, questionnaire method and theory and practice of the method by exploration of the content and development process on the sense of service, combined with Henan Provincial Bureau of Geology and Mineral Resources Authority service awareness of the status quo, from six aspects of the sense of service agencies as a whole is not high. By referring to the Department of Geology and mineral resources of domestic measures to strengthen the service consciousness, from five aspects put forward countermeasure suggestions of strengthening the Henan Provincial Bureau of Geology and Mineral Resources Authority service consciousness. The aim is to hope that the staff and workers in the unit institutions can change their ideas and adapt to the new situation as soon as possible in the reform of public institutions.
