The Research On The Supply Problem Of Rural Public Products With Project System

In the context of tax-sharing reform and national welfare,the country gradually incline to transfer finances to the grassroots community in project management model,providing large-scale public goods and public services.Not only will they bring development opportunities for the grassroots,but also has a great impact on rural social governance.However,the project system in the actual operation has produced a lot of unintended consequences,various problems,which makes people suspect if project management model can be a kind of long-term effective,efficient public goods supply instrument.Before we discuss these questions,we need to ask the reason why does the project system has flourished recently in China."" What is the problem with Projects involved in the village?Is it suitable for Chinese rural society?In order to find out the answer,the author tries to combine the theory of public product supply,the system incentive theory and the autonomous governance theory,and use a representative case,"three-lefted" Care Project in the city of "G",to analyse and give a further discovery to this question.It is shown in this research that under the background of the tax-sharing reform and the transition from "absorbing" government to "service-oriented"government,the project system,as a modern managerial technology and method,is in conformity with the current governance background and the governance practices(goal managerial responsibility system,competitive bidding systems,sports governance,etc.).Because of its ability to quickly realize the innovation and exploration of public goods supply,the rapid accumulation of resources,the management of flexible and convenient,the creation of high efficiency and other advantages favored by the government,the project system to provide public goods has got his places influentially.However,despite the fact that vigorous movement of the project,the vast majority of projects have a universal and important survival problem:the supply of public goods will be unsustainable after the project is over,and those who once had great highlight and fame are gradually dying.The author finds that the resource supply fault is a difficult and sustainable representative problem of the public goods project system,what's more,the failure of governance is the deep crisis of the supply of the project system.On the one side,it is the congenital short plate supplied by the paradox of the project.It is characterized by the long-term contradiction between the ad hoc system,the cyclical operation and the demand of public goods,the resource-dependent contradiction between the resource mobilization of the project system and the supply of public goods,the scarcity of project resources and the universality of the demand for public goods.But on the other hand,the project system fails to form structural compatibility with the grassroots governance,which is characterized by system incentive defects and ineffective governance.The provision of a service-loving project system of 'three-behind' project in G city,is a kind of"weak interest" association,the formal system is fictitious,there are a lot of bad incentives in the process of informal system,and mutual assistance institution is unsustainable.In addition,in the project governance process,it has not become a true public affair.That's to say,there are obstacles to democratic negotiation,positive coordination is not normal,and negative coordination has not yet began.In order to realize the long-term development aim of the project public goods supply,we need to redesign the project system at the top level at first.In particularly,we can rebuilt the system of classified supply of public goods items,pay attention to the initial investment and subsequent management of the project,expand the resource channel of the public goods supply of the project system,and promote the integration of the project system supply and the institutional supply,so as to solve the problem of the resource supply fault.In order to realize the project landing,it is more important to realize the structural integration of project system and grassroots governance.We can further improve the system incentive mechanism of project supply,realize the interest of strong between project and villagers,and embed project system in promoting grassroots social governance,and help villagers to participate in project operation through autonomous governance,to realize the transformation from exogenous resources to internal effective governance.The ultimate goal is to make the public goods project supply become a real rural grassroots society of good governance,and to promote social public welfare long-term governance mechanism.
