Published in2008"Beijing strengthening social construction implement outline" systematically put forward constructing the basic framework for the construction of social service in Beijing, It requires under the premise of whole Beijing service function into full play, innovation service management system, improve the social service ability、advance the public service equalization innovation of social management mechanism. The author based on NiuJie streets of social work organization for object for further research, to explore the way suitable for the capital characteristics of core function and the demand of the capital system of social work development.Government purchase services in China, many cities have implemented and achieved some effect, but the government purchase of social work services at present is still in the exploratory stage, only a handful of cities as pilot. Beijing as one of the cities of pilot to carry out social work, try to constructed system of social work services by the government purchase in nongovernmental organizations (ngos).Taking the community Youth club of niujie, Xicheng District, Beijing as a case, the purpose of this article is to analyze the organization of community youth club in the professional community of social work service development present situation and predicament.The community youth club is a Non-profit organization, specifically engaged in the field of youth affairs in community social work.The development of social work organizations in Beijing showing unique characteristics, such as highly politicized、strict organizational structure and so on.In the case of niujie community youth club the author used a variety of ways to collect data, such as personal internship、random interviews、site visits etc. Show NiuJie community youth club this case in the establishment, operation and service the present situation of the effect on earnings.In addition, the author also conducted shallow layers of exploration and analysis about "embedded mode"-the development mode of social work organizations. Further to explore youth club embedded structure from the perspective of dynamic, such as embedded subject、embedded objects、the embedded process and space、the effect of embedded. And then put forward a hypothesis:there is a new mode of social work development way to accord with the Beijing characteristics of the social service mechanism. Through this case prove that hypothesis, this kind of embedded type mode of community social work development in Beijing area whether feasible made a professional analysis report.
