Urban Community Residents' Autonomy: Problems And Solutions

Residential self-governance organizations is an important content of the studies in our contemporary Chinese society. Along with the rapid urbanization advance in China, the urban population exceeds the rural population. Residents’ living space and grass-roots social structure changed a lot. Also the community governance structure has undergone a fundamental change. The autonomy of the community residents is an important content of China’s grassroots democracy. Researching in the community residents’ self-governance has far-reaching significance to analysis and research the urban grass-roots social.Residential self-governance organizations becomes the basics direction and goal of our urban community development. This is the objective requirements of the development of social history. The needs of the government and social and the interactive community self-organization, are the real driving force of the development of residential self-governance organizations. However, many factors restrict residential self-governance organizations. In the reality of the living, the operation and development of the community residents’ self-organization is a major dilemma in the residential self-governance organizations.In this paper, the Xian lin new Village in Qi xia area community self-governance of study is an entry point. The community neighborhood committee is a research subject. This paper makes a specific analysis of neighborhood committees "dual role" and the plight of the community self-organization. This paper research in the dilemma of the social district residents autonomy which is guided by the "community autonomy". Through the analysis, the actual difficulties lie in the contradictions between the national administration and the community autonomy rights in the society. Reference in the model on the basis of community autonomy at home and abroad, and then this paper carries out some measures to prevent the happening of trouble in the social management system, such as clarifying the relationship "government-community"; strengthening the awareness of residents to participate in and measures to strengthen the innovation of the system.
