In order to facilitate the process of urbanization, the central government released eight "three rural" in the theme of "The Central Document No1, from2004to2011, Including the construction of agricultural infrastructure, agricultural technology and services, agricultural subsidies, agricultural development and farmers’ income and other aspects,which narrow the gap between urban and rural areas Furtherly.2008Central goverment made it clearly to gradually increase the rural basic level of public services.rural communities as a public service in rural areas, plays a crucial role in solving the "three rural" issues.Although the level of supply of public services in rural areas has been much progress, but rural communitie’s public service system is not perfect, there are still many problems, to some extent, which restricted the coordinated development of social undertakings in rural areas and peasants happiness index.At present, with the state to solve the continuous increase of the "three rural" issue, as well as rural economic and deepening social reform, we carried out a systematic study about the public service system in rural communities has important practical significance for the better to promote the building of new socialist countryside, to accelerate the pace of socialist harmonious society construction.On the basis of theoretical analysis, research and analysis on the selected survey point summary to show the current status of the public service system in rural communities and achievements,And meanwhile using Empirical research to point out the role of are willing to send their governments in the public the service system in rural communities, which has a certain theory of inspiration and practical significance to the progress of the Shandong Province and even the country’s rural community development and rural economic and social scientific and harmonious development.The contents of this paper consists of six parts.The first part is an overview on the background of the public service system in rural communities, research status, scope of the study and research methods and so on.
