Retired military veterans are a special group. They have made outstanding contributions to the national independence and liberation,the state and the military modernization. They are the Party and the country’s precious wealth. It is an important part of the military off work to take good care of the veterans’political life and retirement living conditions, and at the same time it’s a continuation of the military working at the local. It’s of great significance for the stability of the overall situation of reform and development, and for the promotion of the modernization of national defense and armed forces to do military service management well and to guarantee the military veterans to enjoy "the security for the elderly medical care, old teach, old school, sense of worthiness, the old and be happy " during their later years,With the rapid economic and social development of our country, especially the promotion in military housing system reform, the way that the military retired veterans are transfered to the local has changed, so the traditional service management has become increasingly incompatible with the present work. Serving the military retired veterans well in the new stage has become an important task for the military management authorities. However, there are still some outstanding problems to solve in practical work. In a word, how to care for the military retired veterans in the way of social service management has become a new issue for the military management authorities.The thesis consists of six parts, the first part is the introduction, mainly elaborated this article argument purpose, Hugh military overview of the work and related research. The second part through the internal environment and external environment two respects put forward to break the military work facing new situation, new problems. The third part introduees the meaning of military retired veteran cadres and retired in the development process.
