A Philosophical Exploration Of Social Management Innovation

As social transformation develops rapidly, social management innovationand reform has become a hot topic of great concern in domestic related areas.The thought of building beautiful homes with innovative social managementwas specially stated in the Eighteenth National Congress of the CommunistParty of China, the core of which is to work further to construct a socialistsocial management system with Chinese characteristics and to make everymeans to form an interactive social management mechanism so as toaccelerate modern society’s organization reform and start a new dynamicmanagement system.In order to make social management innovation come true, we shouldgive the first priority to better social management. However, the real socialmanagement definitely involves such things as innovative ideas and socialmanagement organism, among which the social management’s successfultransition from “management” to “service” proves to be the most impressivefeature. But taking basic situation of our country into consideration, we havepaid too much attention to physical and specific social managementinnovation in related areas, especially the study of ways to carry out socialmanagement innovation based on present economic development in China.Nevertheless, considering the actual situation, it is difficult to realize socialmanagement innovation effectively if we pay little attention to reflections andstudies of social management innovation in a philosophical way and aintegrative, interactive and dynamic research perspective. To make aphilosophical study of social management innovation, a clear thinking ofcurrent stage’s social strata and its intricate content is needed firstly, and thena deep understanding of the problems and defects existed in present socialmanagement should be made. Thus, we have to make plans and set goals of innovative social management in the new environment so as to achieve socialharmony and stability in a ordered and impartial way.Taking the analysis of relevant ideas and connotations in socialmanagement innovation as a basis, the author makes a careful study of socialmanagement innovation and reform in Inner Mongolia and carry out aphilosophical thinking of how Inner Mongolia achieves social managementinnovation in detail. An ethic minority area as Inner Mongolia is, its socialmanagement innovation and reform has the same pace with the whole countryand is in a promising process. Thus, its social management innovation andreform is characterized by common problems in our country and specific areaproblems. Surely, Inner Mongolia area not only have to master the trend ofreform and development in China and take advantage of it, but understandclearly its regional situation and strive for innovation.At present, taking the innovation of community management andoperation mode, the establishment of community service information platform,the extension of community service area and the construction of communityself-management as the basis, bearing in mind the purpose of realizing theintegrity of government’s official management and community’sself-management, government’s public service and community’s self-serviceas well as social construction and grassroots democracy construction, andmaking the assurance of equality in city and rural area’s public service and theencouragement of social organization’s participation together with theirrole-playing the key point, the Inner Mongolia Autonomous Region promotesreform effectively and solidly, putting its social management innovation andreform into a higher level.
