The military retired cadres are our country's greatest wealth,and they played an important role in different historical period. They have made great contributions to people's liberation and the founding of the new china in the war time.In the peaceful construction period,they have worked a lot to enhance military modernization construction and consolidate the national defense.When they are transfered to the local governments,they continue to make their due contribution to the building of a harmonious socialist society.The State and Party always attache great importance to the retired army officers'later life after transfering them to the local government.With rapid development of the socialist market economy and the deepening of political reform,vigorously promoting the development of social undertakings,means setting higher demands for the government's social management and services.In the planned economy system,with years of experience in the military retreat,the military retired office,which is established under the jurisdiction of the local civil affairs departments,is in the charge of servicing for the military retirement cadres.It made many contributions for national stability,military construction,and social development.As the modern political system reform,the transformshift of government functions,and rapid economic development today,the military retirement office's services and management faced challenges and opportunities,the traditional military service and management fell behind the socio-economic development rate.Military retirement services administration led by the government try to introduce social resources and competition into the market,then explore the main building diversity to the community.This service-oriented management reduce management costs,improve management efficiency and service effectiveness.The new military retirement service model protects the implementation of the military cadres' "the three treatment",and tries to meet the off-duty military cadres' growing material and cultural needs.Firstly,this paper gives the significance of this research subject,the concept of military retirement work and related research in the field a brief introduction.Secondly, the paper briefly reviews the origin and development of the military retirement work,and analyzes its stage characteristics in the development process.Thirdly, this paper takes H military retirement office in Hubei Province for an example,briefly introduces the basic situation and the development of H military retirement office,particularly analyzes the content and system construction of its combining social and military retirement services network management.The military retirement work made a few changes from management to services,this paper finally presents the problems on and analyzes the cause of the problem,and then proposes solutions to the some measures.This paper is based on the research of H military retirement office,and tries to show their military retirement services management in the different features of different historical periods by grass-roots experience.Then explore some changes in the work of military retirement service management,and try to find an effective way to integrate governmental organizations,public service organizations,and market competition to make the management of the military retirement services more perfect.Finally,propose management innovation to response to service functions transformation,and promote the work of the military retirement community of transformation.
