The internet, as a trans-regional, rapid-transmitting, free-expressing and anonymous media withits well established decisive status in public sphere, lives up to a major tool in the making of a civilsociety. The online civil society is defined as a developing phase of civil society on the network, theemergence of which improves the possibility of a full engagement to public affairs for China as wellas the feasibility of a direct communication between the citizens and their government. Besides,online civil society exerts a remarkable positive influence both on promoting citizens’ participation inpolitical affairs in depth as well as breadth, and on optimizing government policy. Meanwhile, onlinecivil society helps in nurturing free and independent citizen individuals, who in turn promise theoperation of socialist market economy and the development of socialist democracy. Thus, suffice it tosay, online civil society plays an assignable role in China’s politics, and the studies on online civilsociety and its political effects are necessary for both the protection of civic rights and the operationof government.After summarizing the history and the presence of both the western and China’s online civilsociety, I have discovered that China’s online civil society possesses these political effects as below.First, it can nurture a new political subject. By its rigorous developing the online civil society is nowpromoting the emergence of a new political subject, influencing the social consciousness of thecitizens in the realistic society, as well as changing the thinking of rein of the ruling authority, andtherefore a thoroughly new kind of political culture is gradually growing. Second, it accelerates theprogress of political participation and political supervision. As it enriches the information resourcesfor people’s political participation, the following strong pressure of public opinion participates in themaking of political decisions both directly and indirectly. Third, it dynamizes the course of politicaldevelopment. An equal, anonymous and flexible online civil society breaks the information monopolyof traditional media, and thus propels the information democratization. And, last but not least, theonline civil society furthers the recombination of the political game situation.A brief investigation into the political effects of China’s online civil society been done, I moveon to differentiate the positive dimension as well as the negative dimension of these political effects,and propose certain countermeasures, which mainly are accelerating the lawmaking process as toregulate the operation of online civil society, strengthening the cultural navigation as to foster a soundpersonality for the participating citizens, and promoting the course of informationization so as tobridge the digital divide.Furthermore, I try to predict the developing trend of China’s online civil society, and hold that,,with the influence of online civil society, China’s civil society may expect a boosting progress, whichwill step by step help to maturate the political system, and the future political development of Chinacan be described as both vigorous and uncertain.
