The Interactive Research Between Social Capital And Deliberative Democracy In The Perspective Of Civic Responsibility

Social capital theory and the theory of deliberative democracy both rose in the1980s, since then scholars have studied of those theories a lot, and achieved fruitfulresults. But, for a long time, both as two different theories in the field of vision ofresearchers’ and there is no intersection. Until the21st century, Chiese scholars LiangYing, Wu Guangyun just published a series of articles, from both the theoreticalorigin, the way to interaction, interactive mechanism and so on to study therelationship between the two kinds of theory, they opens up a precedent of theinteraction research between social capital theory and deliberative democracy theory.Due to the current the study of the interaction is not enough in the politicalcommunity, therefore, the interaction of the research has obvious defects. One of themost important way to explore why the two can be interactive, namely the basispoints of interaction between them. According to the articles of Liang Ying and WuGuangyun, we can see the authors are favour of civil society, but this general explainare often not satisfactory.I studied by this paper is the interaction between social capital and deliberativedemocracy, in the article, I study the interactive basis of the social capital theory anddeliberative democracy theory in another perspective, and I think that the "civicresponsibility" in the field of public perspective can better explain the interactionproblem. In addition, in terms of the present social situation, I think to emphasizecivic responsibility is very necessary. In the condition of market economy, more andmore people focus on freedom and rights; In the social expanding and more and moreconfused era, the connection between human is weaker, they are strangers andbecome more and more mistrust each other. These require the return of the civicresponsibility.In this paper, I mainly adopt the method of literature research and conceptualanalysis research method. Through a large number of literature reading, I got theinspiration for writing this essay, I can quickly find the pointcut when writing. Andthe concept analysis lay the foundation for the article. My knowledge is limited, can only use some part of the study of previousscholars to demonstrate for my views, such as the related concepts. Given the currentacademic research on the interaction of social capital and deliberative democracy, Ithink, this article innovative in two aspects. First, under the environment of commonemphasis on individual freedom and rights, study the interaction between socialcapital and deliberative democracy from the Angle of civil responsibility. Second, putthe transverse social network as a source of civic responsibility, and through theemphasis on horizontal network, outstanding the major task of constructing civilsociety in the process of the interaction of social capital and deliberative democracy.
