The Study On Risk Regulation System Of Food Safety

With the development of social and economic level,all kinds of traditional problems have been solved,followed by the various risks of increasing,our understanding and perception of things are expanding and various new risks appear constantly.As food safety,environmental pollution and a series of risks related to the technology appear constantly.In fact,we already stepped in the German sociologist Baker said "risky society",which is the inevitable result of social development.However,in this risk society,the most typical public concern is food safety problems.Not only the social masses concerned about multiple,severity to food safety,but also the academic circles spent a lot of energy,in order to avoid and solve social health,such as multiple hidden trouble caused by food safety and to prevent and stop the occurrence of food safety risk and regulate the food safety risk,they studying and parsing theory,system of food safety problem.Food safety incidents occur repeatedly in our country,especially in recent years.From the early years,such as "poison seeds" events of December 2000 and March 2001,"clenbuterol" events;the school soy milk poisoning incident,in September of 2001 and in February 2002,illegal production of Tangyuan,duck blood,SanLu milk powder incident and the swill-cooked dirty oil,beef extract,poison ginger events in recent years,each one of those events hurt the public's health and life security deeply and stimulate the nerve of the public.I think that to implement the food safety completely,it must to study the regulation of food safety risk,develop and perfect the corresponding regulation system of food safety risk.Although,the food safety law of the People's Republic of China article 17 mentioned the food safety risk warning,it brings the development of the regulation system for food safety risk recognition and opportunity,but these are still not enough.To deal with the Natural risk in the traditional society,humans constantly improve the technology,develop technology,we entering the industrial society,then enter the risk society.Product safety risk is itself we brought about by the negative effect of science and technology,in order to effectively deal with market failure,the State through the government intervention,build a series of regulation system,in an attempt to deal with risks,therefore,Developed countries into the state of risk regulation.From the risk of food safety regulation system in our country at present,there have some problems,such as inadequate risk prevention concept,the food safety legal system is lack of systematic,risk regulatory organizations is chaos,lack of public participation,and so on.,at the same time,widely growing influence on the food safety events,prompted us to lack of food safety risk control,make the risk of food safety regulation system in a crisis of confidence.Mistrust of the regulation system of food safety risks,make the system itself is weaken,of course,will weaken the ability of government's rules and regulations,therefore,improve the system of food safety risk regulation is particularly important.This article analyze the current situation of food safety risk regulation in China,Study of the United States,the European Union,Japan's three regulation system of food safety risks,hope to put forward some perfect advices for our risk regulation of Food safety.Food safety issue is a complex social problem,the food safety risk regulation should be more diversity has to deal with the complexity of its characteristics,looking forward to our country the concept of food safety risk regulation of more mature,connect with the world,reduce and contain the food safety incident,make people enjoy all kinds of favorable benefits of social development and safeguard life and health food.
