With the continuous acceleration of China’s urbanization, the city’s economic andsocial life has experienced a dramatical change. As the range and contents of city publicaffairs continue to expand on the original basis, the traditional mode of publicadministration cannot meet the current needs of economic and social development. As arepresentative office of the county-level or the district-level, the sub-district office playsan important role in public administration. However, due to the long-term plannedeconomy after the foundation of China and the impact of outdated mode of publicmanagement, sub-district offices are confronted with lots of problems on the matters ofinternal administration as well as of staffing, leading to the ubiquity of low administrativeefficiency and unclear functions. Therefore, it is necessary for the sub-district office toremark the staffing and administrative efficiency.This paper takes the sub-district office of Jianshe Street in Haigang District,Qinhuangdao as an example, extensively analyzing its situation of staffing with theintegrated use of new public management theory, western street-level bureaucrat theoryand grid management theory. It also concludes the matters existed in the staffing, such asthe current lack of scientific personnel management system, the uneven quality ofpersonnel, the shortage of the number of establishment and personnel, theover-independent use of internal agency and section resources and the inefficientmanagement of assigned personnel. These matters are attributed to the expandingfunctions of the sub-district offices, the unclear division of functions between thesub-district offices and other organizations and the community with less organizationalfunctions and more administrativization. On the basis of what are listed above, the paperproposes some suggestions to optimize sub-district offices, which are based on the gridmanagement and straighten out the relationship between sectors with some relevantsupporting policies and measures to make the management resources of sub-districtoffices to achieve the "the whole is greater than the sum of parts" effect.
