Study On The Development Of Sub-district Office In Urban-rural-integration-area

In 2014, our country issued the "new urbanization planning (2014-2020)". With the profound changes in the internal and external environment, urbanizationmust entr the new era of development that place the quality of urbanization as the central point of this transition. There are many problems appeared in the process of urbanization in the past, such as prominent semi urbanization features, unbalanced form and layout of urbanization, the increasing gap between urban and rural areas. The "new urbanization planning" commits to achieving the "efficient, inclusive, sustainable" ur-banization. In this process, as the conjunctional zone between urban and rural areas in the urban and rural integration, urbanization problems of rural-urban fringe zone are crucial.In our country, with the economic and social development, urbanization is an inevitable trend. The integration of urban and rural appearance and the development is a historical necessity, so the combination of urban street offices functions is a continuous improvement and development process. In order to make the urban and rural development matching with the functions’ transformation, it’s an important measure to adjust the integration of urban and rural administrative status and to promote the integration of basic level government reform and government function tr-ansformation in the urban and rural areas. In the process of promoting the integration of urban and rural basic level government reform, a way to withdraw the town and build street is selected which could promote the combination of urban and rural urbanization development in administrative ways. During this process, there are many successful experiences and many unexpected problems appeared.It’s quite theoretical and practical significant to sum up the universal experience of the integration of urban and rural areas and to explore the combination of urban and rural area development, as well as to analyze of the source of these problems arising.And it is also critical to promote the integration of urban and rural reform and to enhance the street office administrative management reform path, as well as to promote the development of to realize the integration of efficient, inclusive, sustaina-ble urbanization.This paper employs the example of Bao Shan, in Licheng District of Ji’nan city based on the literature research and discusses future challenges and corresponding solutions after the transformation of town governments into sub-district offices".
