Study Of The Grid Management Of Fengqing Road Sub-district Office In Zhengzhou

In recent years, with the development of city urbanization, the scale and population grow larger and larger, which presents a greater challenge for social management and urban community management. Many cities in China have carried out a series of innovation reform in social management field. Big cities such as Shanghai first launched the implementation of grid management and has made much achievements, then cities in other provinces gradually imitate grid management and popularize it.Grid management is in use of the digital and information technology, and it is formed of every unit of management, every case and department. Grid management aims at getting the link and interaction and sharing resources among each functional departments through the network information platform. Grid management changes the passive, qualitative and decentralized traditional management method into active, quantitative and systematic; it can enhance the efficiency of community management, which combines information technology and network to the real work perfectly. Local governments have also formulated a system of standard and criterion, which has guaranteed the effective running and implementation of grid management.In this paper, using The Seamless Government Theory and The Community Governance Theory as the theoretical support, the writer conducted a deep research of the Fengqing Road Sub-district Office in Zhengzhou, describing the basic structure of the grid management system, how the grid platform operates, how the grid information technology platform works, the rules and regulations of grid management, how the masses and volunteers join in the gird management and the active exploration and innovation in the operation of grid management.Since the implementation of grid management, the community environment of Fengqing Road Sub-district Office has become more stable and harmonious, fully embodying the advantages of grid management, there are specific changes as:the management becoming more standard, more efficiently the community committees dealing with affairs, the ability of the staff members in community improving a lot, and the residents and volunteers being more eager to join in the community management affairs. But at the same time,we also found that in the past four years, the grid management operation of Fengqing Road Sub-district Office had some shortcomings such as:the inadequacy of assessment and supervision system, the enthusiasm of community resident is not enough, the staff workers of community are not professional enough, the advertising of grid management is lacking, and the dilemma of the grid management in city village.In the paper, the writer focus on the inadequacy and shortcoming of grid management of Fengqing Road Sub-district Office, analyzing and digging deeply to find the reason causing the problems and deficiencies, in order to find a better management method or system that fit the situation of Fengqing Road Sub-district Office. And there is also an anticipation that is to arouse more thinking of urban community grid management through this research, governments basing on service-oriented government, building a comprehensive, systematic and scientific mode of community grid management to give benefit to both the resident and the government.
