Food is both a material basis for human survival and development, but also the countriesto achieve lasting peace and stability in the material security. In recent years, emerging foodsafety issues, food security has become in today’s society is most concerned about the hottopic. Food safety and people’s health is an important duty of government by law, but also theconstruction of the inevitable request for service-oriented government. Government, throughthe establishment of a scientific and rational system of administrative enforcement of foodsafety, fair and efficient conduct strict law enforcement to achieve the above purpose.In thecurrent food security situation remains grim backdrop, how to make food safety a morescientific and reasonable administrative law enforcement system, how to make a reasonablelaw enforcement system play a good role in reality, thereby enhancing the level of lawenforcement, is the core of this paper.In this paper, the concept of food security, elaborates the connotation and denotation offood safety, discusses the concept of administrative law and administrative enforcement offood safety, food safety supervision with the analysis of the administrative enforcement offood safety differences between the two concepts of contact; through the country food safetyresearch and development of administrative law enforcement system reform, pointing out thatChina’s food safety critical current task is how law enforcement around the new enforcementsystem to improve law enforcement.The author through social surveys, study food recall, food additives control, the presenceof genetically modified foods mandatory to identify outstanding issues and food production inseveral areas, such as small workshops. Among them, the mandatory labeling of geneticallymodified foods problem is particularly prominent academics in the country caused a heateddebate, this paper considers the abolition of controversial genetically modified foods has nopractical significance, only through strict mandatory labeling system for its control, is thecurrent solution to this problem is a useful move.After the food safety supervision United States, Japan and other developed countries to inspect, the author introduces the problem of American foreign food traceability system, theEU GMP system. The author believes that China should learn the advanced experience ofthese countries and regions, and establish the concept of active supervision, strengthen thesupervision of the whole process of the idea.Finally, I suggest that the concept of scientific supervision of food safety bystrengthening law enforcement, standardize administrative enforcement of food safetyprocedures; trying to process the food safety law enforcement thirds administrative system,promote flexible enforcement; strengthen the administrative accountability of lawenforcement in the field of food safety to to achieve the implementation of the concept offood security and law enforcement reform and improve the current level of food safety lawenforcement.
