Research On Administrative Accountability Based On Food Safety Supervision

The administrative accountability of food safety supervision is an important part of China's administrative accountability system.Food safety is not only linked to the vital interests of each citizen,but also related to the whole country's political governance and overall social stability.According to the "2016 China's Safe and Well-Off Index" survey,food safety has been ranked for the first place in five consecutive years of top ten security issues,from which we can easily find that people concerned about the food safety very much,but also from the side it can be seen that China's food safety supervision system has many loopholes,such as regulatory oversight,dislocation,lack of accountability and other aspects of the problem,which regulatory authorities can not shirk responsibility and those problems need to be further resolved.Therefore,a healthy,efficient food safety supervision administration accountability system plays a key role for building trust green food environment and guaranteeing the masses of the people's food safety and health.At the same time,strengthening the administrative supervision of food safety is conducive to creating a good social accountability culture,is conducive to the effective supervision of government officials,and is conducive to improving the level of comprehensive management of government,as well as is conducive to safeguarding the rights and interests of the people in order to ensure social stability.Based on the basic theory of food safety,this paper briefly introduces the relevant concepts and theories,and takes the administrative accountability of food safety supervision as the research object,to adopt the literature analysis method,the case analysis method and the comparative research method.From the current situation of the administrative accountability of food safety supervision,the paper also analyzes the administrative accountability of food safety supervision,especially the administrative accountability of it in China,such as administrative responsibility of subject and object in the food safety supervision is unknown,and the accountability procedure is chaotic and the legal construction is missing and so on.Through using for reference of the United States,Canada,Britain,Australia's food safety supervision and relevant experience of the administrative accountability,the paper puts forward specific improving measures.The paper is divided into five parts,which are the basic theory,the study of administrative accountability status of food safety supervision,the experience of administrative responsibility of international food safety supervision,and the corresponding countermeasures and suggestions for the problems of administrative accountability of food safety supervision in China,from the supervision system,to perfect the related system,build the social accountability culture,stimulate the power of the whole society to participate food safety regulation,hope to can protect the safety of people's on the tip of the tongue.
