Since2008IBM company proposed the concept of Smarter Earth,the concept which has been extended on smart city, smart tourism andother new buzzword.The cities which have high level of developmentabout domestic tourism resources development and informationtechnology application has begun to vigorously explore the constructionof smart tourism. Smart tourism base on the key technology of cloudcomputing, Internet, networking, mobile terminals connectionseamlessly, intelligent send and receive information to meet the needs ofthe modern traveler and promote the efficient and orderly conduct variousaspects of tourism, the rational allocation and efficient use of tourismresources, changing people’s lives and travel ideas, as well as promotingregional economic development by leaps and bounds．Based on thisbackground of Tibet as a tourist destination resort to be built to The worldtourism destination，this paper will explore in the trend of the times thelocal government how to deal with the construction of information andintelligence apparent of smart tourism, and local government of Tibet’sdevelopment and behavior choices will produce smart tourism what arethe differences in the impact. This paper based on literature review, fieldsurveys and other methods, based on behavioral decision theory and therole of government theory, combining theory and market and product lifetheories, from the four factors that affect government behavior (ie,government awareness, governmental purposes, the role of governmentand government organizational structure), analyzes the impact ofgovernment behavior tendentious intelligence building in Tibet tourism.By the two dimensions of behavioral tendencies from the government andmarket participation to create a simple model to analyze the impact of differences in the behavior of four cases the government of Tibet tourismgenerated intellectual development, As a result,whatever how comeregardless of market participation, the government tends to choose adifferent behavior in Tibet smart tourism development will result insignificant differences in the impact. Government action in dealing withthe smart of building development in tourism should adopt a positiveattitude and behavior. Government can actively developed by guidingdevelopment policies, and vigorously promote the improvement ofinfrastructure, efforts to train highly qualified personnel and theintroduction of special technology and establish and improve informationsecurity mechanisms of the four positive behavior and promote tourism inTibet root of smart for the tourism industry in Tibet upgrade, change themode of economic development, to achieve leapfrog development toprovide solid momentum.
