Study On The Governmental Functions In The All-for-one Tourism Development Of Dezhou

Nowadays,with the rapid development of tourism,there is still a contradiction between the growing needs of the people for a better life and the uneven and inadequate development.With the improvement of consumption level and the complexity individuation of consumption structure,the traditional tourism industry facing difficulties to meet the needs of tourists.In 2018,government put forward the concept of"global tourism",which indicates that the development of tourism has entered a new era.It points out the direction for the transformation and upgrading of tourism,and provides a new idea for the integration and development of various industries based on tourism.Judging from the trend of tourism development,global tourism has achieved the integration of primary,secondary and tertiary industries.It combines the basic elements of tourism and other elements together,and provides tourists with high-quality needs,which is in line with the law of tourism development and meet the needs of consuming upgrade of tourism.Dezhou is an agricultural-dominated city with has convenient transportation as located at the intersection of five trunk railway lines.Dezhou is listed as an integrated city of integration of Beijing-Tianjin-Hebei regions and the economic circle of capital city group.Although Dezhou has made some achievements in economic construction,there is still a considerable gap comparing with other cities in the province.In the context of replacing old growth drivers with new ones,there is an urgent need to promote supply-side structural retform,break down old drivers,and develop new ones,while developing all-for-one tourism has become an key issue for industrial transf'ormation and upgrading,expanding the scale of industry and promoting economic and social sustainable development.In the process of developing global tourism,what roles the government should play has become an urgent problem to be solved.This paper mainly studies the function of Dezhou municipal government in promoting all-for-one tourism from the angle of combining theory with practice by using review of literature and interview method.Problem is solved such as imperfect policies on all-for-one tourism,lack of industrial integration,lagging in supporting infrastructure,inadequate promotion,etc.The main reasons are as follows:insufficient attention to global tourism,difficulty in investment and financing,and lagging behind of the talent team.In view of the existing problems and reasons,this paper puts forward some suggestions to optimize the government function in the development of all-for-one tourism,which establish the concept of all-for-one tourism to strengthen the policy guarantee,to implement the"tourism+"strategy,to promote the integration of industries,to increase the guarantee of investment and financing,to improve infrastructure construction and to strengthen the construction of a contingent of qualified personnel.
