| Setting up a service-based government which the people are content with is the connotation of socialism with Chinese characteristics in the new age and it is the actual guarantee to satisfy the people’s growing demands for a better livelihood.At the same time,it suggests the inevitable demand of improving the public service ability of civil servants.Town government is the lowest in the five levels of government in our country and township civil servants are the practitioners who have completed the "Last Mile" of national policies.Their public service ability is directly related to the effectiveness of Service-oriented government construction,and people’s livelihood.As a cadre working in villages and towns in H county,has found some shortcomings in the construction of public service capacity of township civil servants in H county.Therefore,I hope that through this study,we can find out the problems,find out the reasons and explore the paths to provide some reference for optimizing and improving the public service capacity of township civil servants.The public service ability of township civil servants in H County is taken as the research object.On the basis of the thought summary of serving the people and the new public service theory,the current situation,problems,causes and ways to improve the public service capacity of township civil servants in H County are reserached by applying the research methods of literature analysis,interviews and questionnaires.A questionnaire survey was carried out from five aspects: basic situation,employment motivation,contact with the masses,study and education,self-discipline and supervise,to clarify the present condition of public service ability of township civil servants in H County.In the following results,problems of public service ability of township civil servants in H County are analyzed from five aspects: service motivation,service object,service skill,service supervision and service guarantee.Applying the theory of serving the people and the new public service,the main reasons for the problems are explored and concluded.For example,inadequate ideological understanding,deviation of service behavior,imperfect system construction and service environment to be improved.Relating to H County’s reality,studying from the advanced experiences and practices of Singapore,the United States,Zhejiang,Guizhou,Fujian and other places,finally,on the basis of theoretical basis,experience and practice,from the four dimensions of thought,behavior,system and environment,some countermeasures and suggestions are put forward to upgrade the public service ability of township civil servants in H County:possess the purpose concept and upgrade the sense of service;Understand the needs of the masses and answer to their concerns;Enrich the system construction and upgrade the service usefulness;make the service environment better and upgrade the service assurance. |
