| In July2009, Ningbo launched the program of satellite city construction, selecting seventowns, including CiCheng, as the pilot ones, with one more added in2011. Revolving around thereform of satellite cities reform and a series of measures of "decentralization", cadre system and thecadre team construction in towns undertaking municipal, district-level function role encounters amajor challenge. Under this background, the paper discusses the way of strengthening the cadreteam construction to replace traditional township cadre team construction. The paper alsoinvestigates into the methods and models of the construction of cadre team in satellite towns, whichis in accordance to the "decentralization".The paper takes the requirements of the construction ofcadre team in satellite city construction as the perspective and discusses four aspects, namely theorientation of the cadre team construction, integration of management system structureoptimization and cadres quality promotion, on basis of which, some experiences are extracted andsummarized. With a reference to the past experience and new requirements, weakness in the fouraspects are pointed out, the forms and causes of the weakness are analyzed, consequently thesolution is put forward. The paper points out that the key to the problem is to investigate into thesituation of the cadres and the posts, which is the foundation of a mid or long term plan, only underthe condition of which, the traditional short eye-sighted construction of cadre team can be avoided.It is much more conforming to the intrinsic requirement of construction of cadre team. The paperalso explores the coping strategies to the major problem in the construction of cadre team insatellite city from the aspects of personnel expansion, chunk integration, a moderate expansion ofcadres, improvement of reserve cadre pool, and establishment of the training mode of "learning anddoing convergence" cadres. |
