The work of poverty alleviation and development is not only directly related to the livelihood of the broad masses of the people,but also to the ruling foundation of the Party,to the stable development of the country and society,and to the great rejuvenation of the Chinese nation.At present,the poverty alleviation work is full of complicated and arduous tasks.The propaganda of various policies and regulations,the planning and use of poverty alleviation funds,and the implementation of the task of helping the poor all require the broad masses of poverty alleviation cadres to push forward the completion of the work.Therefore,it is particularly important to strengthen the management of cadres working in poverty alleviation.It is necessary to combine poverty alleviation with the management of cadres,because only in this way can poverty alleviation work be completed faster and better.Suqian city has issued a series of policies on the management of the contingent of cadres working in poverty alleviation,and clearly defined the duties and responsibilities of poverty alleviation cadres,set goals for poverty alleviation and introduced measures for performance appraisal,which increased the enthusiasm of the cadres working in poverty alleviation,and has achieved certain results.This paper studies the management of the cadres working in poverty alleviation in Suqian City from five aspects:The first part describes the background and significance of the research,describes the domestic and foreign research status on related issues,introduces the main research ideas and methods adopted in this paper.The second part gives a brief overview of the related concepts of poverty alleviation,and introduces the relevant theories adopted:performance management theory,incentive theory,government human capital theory.The third part is mainly about the current situation of cadre management in poverty alleviation in Suqian City,which includes three levels.First of all,it introduces the general situation of Suqian poverty alleviation cadre team,including personnel profile,function and duty,and relevant regulations of management.Secondly,the paper introduces the measures and achievements of the management of cadres working in poverty alleviation in Suqian city.Finally,the paper points out the main problems and causes of the management of poverty alleviation cadres in Suqian city.The fourth part is about the experience of other regions in the management of poverty alleviation cadres,which has formed the enlightenment of the management of poverty alleviation work cadres.The contents mainly focus on strengthening the duties of cadres working in poverty alleviation,attaching importance to the implementation of the system of rewards and punishments for cadres working in poverty alleviation,and innovating the management method of working cadres in Poverty Alleviation based on Regional characteristics.The fifth part puts forward the main ideas and countermeasures for strengthening the management of the contingent of pro-poor cadres in Suqian City in combination with the actual situation in the region.The contents mainly focus on increasing the training of the contingent of poverty alleviation cadres and strengthening the cooperative exchanges among the ranks of the cadres working in poverty alleviation,creating a good external environment,and improving the supervision and assessment mechanism.
