Research On The Model Of Government's Purchase Of Home Care Services Under The Background Of Aging

With the continuous development of the economy,the people's living standards have gradually improved,medical and health conditions have continued to improve,the elderly population in China has also increased,the problem of population aging has become increasingly prominent,and the contradiction between the supply and demand of old-age services has become increasingly prominent.How to make the elderly live in old age becomes an important issue for the government.The government's purchase of home-based care services as an innovative way of providing for the provision of old-age services in China came into being.The emergence of this type of old-age service has not only eased the pressure caused by the government as a single supply,but also adapted to the needs of modern government functions.And the need of the public to participate in the provision of services has improved the efficiency of government work and the efficiency of the operation of financial funds.This research is based on the perspective of welfare pluralism theory,welfare governance theory and new public service theory.The literature analysis method,case analysis method and questionnaire survey method were adopted as the background for the purchase of home care services by the Hangzhou West Lake District Government.After expounding the concept of government purchasing home care services,the Xixi Street in Xihu District was taken as an example to analyze the problems and causes of current home care services in Xihu District.According to the experience gained by foreign governments in the purchase of home-based old-age service facilities,the lessons learned from the countries that have been implemented well in the home care service,and finally from the social,government,third-party service agencies,families and other levels of analysis and propose corresponding countermeasures and recommendations The purpose of the above study is to provide a reference for the government to purchase a home care service model.
