Integration Of Urban And Rural Social Security Countermeasures To Build Yunnan

China’s urban and rural dual structure makes the rural population has longbeen at the edge of the social security system,This kind of the uncoordinateddevelopment between urban and rural areas increased inequality, intensified thesocial contradictions,The malpractice of the social security system must be solved through the construction of the integration of urban and rural social security.The study of the integration of urban and rural social security has importanttheoretical significance and practical significance,Many domestic scholars havemade important contribution to the research on how to perfect the system of social security system in China and the integration of the urban and rural socialsecurity system,some scholars has carried on the preliminary exploration for the model of the integration of urban and rural social security system.These beneficial research provides an important theoretical guidance for the integrationof urban and rural social security system.Based on the existing achievements,this paper uses the method of theory analysis and experience summary to sum upthe theoretical basis of the integration of urban and rural social security in our country, and demonstrate its feasibility from the theoretical foundation, economic base, political foundation, and the basis of practice. And then preset the short-term goals and long-term goals of the integration of urban and rural socialsecurity.The third part of the article analyzed the basic situation of the social security system in Yunnan from social insurance, minimum living security, social welfare and social materials.And using the combination of qualitative research and quantitative research methods to find out differences of Urban and rural social security system in yunnan province about Security project and coverage, paylevel, the financing way, management mechanism and the information level, etc.The fourth part is further analyzed the defects existing in social security system in Yunnan Province from four aspects,deficiencies in the system and the reasons for this were in-depth study.These reasons include the duality of urban and rural economic and social structure,policy and legal factors, traditional culture, and social and psychological factors as well as the specific restrictions in th e Yunnan province.The last part of the article Propose appropriate policy recommendations fordefects and causes of urban and rural social security system in Yunnan Province,Including theoretical innovation, institutional building and practice.In theoretical innovation part, this paper explored the content and the evaluation method of the Comprehensive Evaluation System, attempt to grasp the regional integrated development of urban and rural social security system,and indicate the direction to balance urban and rural social security system.In the system section,thisarticle proposed reform path from four aspects as pension insurance, medical insurance and etc. In practice, this paper analysis the specific situation of Yunnan province, and suggested to speed up the pace of economic development andurbanization, improve the processes of social insurance management, Speed upthe construction of information technology and strengthen the minority traditional security to promote the integration of urban and rural social security in Yunnan Province.
