After the Reform and Opening, with the development ofeconomic,both the living conditions of residents and the quality of living have been greatlyimproved. At the same time, there are a lot of urban and rural housing of vulnerablegroups,which can not be ignored. In order to solve the housing problems of vulnerablegroups in cities, the government introduced a variety of institutional measures, such as thesecurity system of low-rent housings, affordable housing security system, limit housingsystem and public rental housing system. Compared with the more comprehensive system ofurban housing security system, as a long time affected by urban-rural dual system, there is a"Give importance to cities but neglects rural" phenomenon on the residents of housingsecurity.Although there are housing vulnerable groups exist, rural housing security system isstill empty. Our country is an agricultural country with a large population.More than half ofthe population lives in rural areas. So solving the problems of rural housing have greatsignificance for urban and rural development,and building a moderately prosperous society.This article based on the current rural social research on housing, combined with theexisting theoretical research,dicussed the security issues of rural housing, and put forwardsome standardized measures on this question. The paper starts from the status of ruralhousing and necessity for the establishment of the system, And make a detail analysis for themalady of realistic level and for the sake of the question on the system,also have made a stateon the neceesity of the Rural housing from the view of two main points which are fourtheories and several practical significance,is only the start of rearches on question.Combinedwith the realistic of our country,by studying the develoed country represented by the UnitedStates and the UK,and the practice of rural housing system, start from the constructionprinciple,.this paper proposed the systematic system construction scheme from the three main fields,that is entity responsibility,supporting measure and the system improvement includingsoil,fund and the law.
