"Sloth administration", the bad working performance of the civil servants who are idle in nature, damages the interest of the people and even the whole society. It does great harm to the people and the society because it degrades the social conduct, ruins the image of the whole government, making the authority lose its credibility, and slows down China's effort to build "a responsible government that is law-based, service-oriented". The solution to it now becomes an issue that requires deep discussion and exploration.Based on the Ethic Responsibility Theory and Synthesizing Theory Model, this paper provides an overview on the "sloth administration", makes a conclusion of this phenomenon and the bad influence it has brought about, and then probes into the causes of it among the grass-root civil servants.This paper is consisted of five characters:The first character is an introduction. In this part, the author elaborated the origin and the meaning of this research, demonstrating the domestic research achievements on the "sloth administration", and gave a general introduction to the research ideas and methods while make clear the structure of this paper as well the innovative part.Divided into 2 parts, the second character includes the distinction and the definition of the concepts related to the "sloth administration", and an illustration of the theory foundation. The first part mainly focus on the definition of the three concepts, namely grass-roots government, civil servant and, the core concepts of this paper, "sloth administration". In this part, the author makes an analysis of the "sloth administration" together with the other similar concepts, summarizing the basic features of it. The second part is about the illustration of the Ethic Responsibility Theory Synthesizing Theory Model, pointing out their important role in the produce of this paper.The third character makes an analysis of the manifestations and harm of "sloth administration". To begin with, this part classifies its specific manifestations. To be specific, there are 6 forms in total—these civil servants'lack of work initiative, inactive response to public appeals, always following a stereotype routine, killing the time in office hours and seeking convenience regardless of its effects. Besides, this essay has analyzed the damage caused by "sloth administration". It does damage to 4 aspects including public, national and social interests, the administrative faith, the government image and credibility, the construction process of government by law.This character probes into causes of the "sloth administration" phenomenon. The reasons for its existence, in this essay, can be concluded into 6 aspects:weak sense of responsibility, indefinite separation of duty, unsound supervisory mechanism, incomplete incentive mechanism, pursuit of stability and civil servants' maladjustment to power and decoupling interests.The last character mainly focus on the suggestions on eliminating the "sloth administration" phenomenon. Great endeavors in the following aspects can be made to dispel this phenomenon:enhance the ideological education about diligent politics for people; establish a perfect system of post responsibility in administrative organs; improve the assessment system of grass-roots civil servants; perfect the incentive mechanism of grass-roots civil servants; intensify supervision and accountability on the "sloth administration" phenomenon.
