Because of long-term Institutional arrangements, it difficult for them to be accepted by social, and due to the restrictions of the city, they can’t fit in. Therefore, Cenozoic migrant workers, as a marginal characteristic obvious social groups, as an another part from the traditional dual social structure, faced with many practical problems and difficulties in the process of urbanization inevitably.In this paper, it is from set out actually, by reviewing the historical development process of the migrant workers flow, analyzing the actuality of Cenozoic migrant workers face, it find the institutional barriers, social discrimination, and the individual’s own limited from Cenozoic migrant workers are the main factors restricting the new generation urbanization of migrant workers.
