An Empirial Study On The Problem Of Migrant In To Cities

Migrant Workers have been a kind of new labor force, with reform and openingup of China and the process of industrialization and urbanization. They have becomean important part of Chinese industrial workers. The issue "Integration of migrantworkers into the city" includes: migrant workers work in the enterprise, children ofmigrant workers study in the school, migrant worker families live in urbancommunities and so on. The solution of that issues is conducive to building aharmonious society, helping to promote the city’s economic and social development,promoting to build a new socialist countryside, helping to promote the newurbanization.Through the investigation of Xiangtan City in Hunan Province, which revealsboth the basic situation of migrant workers and the features of the new generation ofmigrant workers at the same time, we have a better understanding of the problemsabout "Integration of migrant workers into the Xiangtan city ", and also the situationin all the other cities in China.From the research, migrant workers in Xiangtan are in the margins of societystatus. There are many difficulties and problems for migrant workers into enterprise,for their children into school and for their family into urban community. Firstly, dueto the differences of the dual structure between cities and rural areas, migrant workersare hard to become the real new citizens. Secondly, to their comprehensive quality isnot been to strengthen high, they are hard to become the real industrial workers.Thirdly, to laws and institutions are very weak, migrant workers are hard to becomethe main force of the industrial transfer. Fourthly, to labor security are also very weak,they are hard to become the real master in the city.The core to solve the problem of the migrant workers into cities, of which thekey is to respect and defend lawful rights and interests of migrant workers, is toinsist on the principle of “putting people first and being just and fair”. It not only hasto fully reflect social fairness and justice so that migrant workers and city residentshave equal rights and obligations, but also to guide the migrant workers to improvetheir own qualities and adapt to the new working and living environment, realizing “into the city” smoothly. Therefore, we must strengthen the construction of citypublic service system so that migrant workers could enjoy "citizen treatment", firmlyestablish the "migrant workers are satisfied" concept, meet the legitimate needs ofcity public service of migrant workers, to construct a three-dimensional publicservice system covering the city migrant workers. We must strengthen the training ofoccupation and education to enhance the core competitiveness of employment ofmigrant workers. We must improve the system of defending the rights of migrantworkers in order to maintain migrant workers’ legal rights. We must strengthen thepopularizing-law education to guide both migrant workers and enterprises toenhance the legal awareness. We must strengthen labor dispatch construction marketmanagement system, establish the special judicial system and legal aid channel formigrant workers. We must promote the reform of social security system and establishsuitable social security system for migrant workers. We must implement the cityresidents "small and big account" pattern, improve the management level of serviceand innovate the social security system for migrant workers in order to create a goodpolicy environment for migrant workers’ social insurance.According to our analysis of survey "into the city" of Xiangtan migrant workers,to become the citizen, migrant workers have a fairly long way to go. To makemigrant workers sustain livelihoods, have certain social security and adapt to thesociety mentally not only need policy support, also need legal protection. In the newurbanization process, we should put the urbanization of people in the first place andtake the citizenization of migrant workers as the focus. We should let migrantworkers really "into the city" to become the new citizens of the city and become thereal industrial workers.
