During the Truman administration the World War Ⅱ came to the end and the United States and the Soviet Union from wartime cooperation gradually towards the occasion of the Cold War confrontation. Most of the study of the domestic and foreign policy of the United States during this period to Poland was on the overall framework of the Eastern European, Often overlooked the particularity of Poland in the Eastern European countries,especially the importance of Poland Silesian coal mining on the success of the Marshall Plan.After the end of World War Ⅱ, Poland was liberated by the Soviet Red Army and become a socialist country. But because Poland suffered serious damage in the war and the Soviet Union itself was in urgent need to rebuild itsself witch makes Poland to seek U.S. for reconstruction loans. After the war, Poland have,witch the U.S. policymakers unexpected autonomy in dealing with their own economic problems. The efforts of Poland during this period for loan received some achievements.In1947, the Cold War confrontation between the United States and the Soviet Union gradually came to sharp, but this didn’t immediately affect U.S. policy to Poland. Later, With the the two camps contradiction plan as well as the United States, fears of war with the communist countries aggravation. Later, with the intensification of the contradictions of the two camps and the United States worried about war with the communist countries increase, the United States gradually adopted a policy of containment of the socialist countries, in the field of economic was trade embargo. Poland conducted a series of efforts to cope with the embargo.This paper is divided into five parts:The first part traces the state relations of the two country between the two world wars. In War I, Hoover relief organizations trying to provide relief to Polish National People’s. U.S. President Woodrow Wilson to "establish an independent Polish National" to be included in the"14Principles has a major significance in promoting the establishment of the Polish National. During the Soviet-Polish war, the United States does not support the war launched by Poland. Poland during the reconstruction of the country to lobby for the loan to the United States.The second part discusses the matters conducted by by the of Truman Administration of the loans of the the United States tward Poland and the impacts of of the Soviet Union in the the this process and Poland’s efforts for further loans. As for the importance of coal of the Poland in Silesia Mining Area for the success of Marshall plans, for a long period of time during the confrontation of the United States and the Soviet Union the United States adopted a loan assistance policy to Poland.The third chapter discusses Poland’s rejection of the Marshall Plan under the stress of the Soviet Union, and its’s affects on the American’s loan policy toward Poland. Poland’s rejection of the Marshall Plan really caused some impacts on American’s aid program toward it, because it makes the United States believes that Poland was strictly controled by the Soviet Union’s.To Poland’s assistance did not immediately stop, only be subject to change.The forth part discusses the United States’s full trade embargo policy toward Poland and other socialist countries and Poland’s efforts to overcome the embargo. Some events happened during the US-Soviet confrontation process exacerbated concerns about the U.S. war and communist countries. United States imposed a trade embargo on the countries of the socialist camp.The fifth part is the concluding remarks of the article. Policy of the United States to Poland was changing with the international situation is changing.After the World War Ⅱ,American mainly adopted loan assistance policy toward Poland. Poland’s importance in the success of Marshall Plan decided that United States will not treate it in the same way with other Soviet satellite states in Eastern Europe.
