It enriches the connotation of prisoners’ education and reform sharply and makes great contribution to stabilizing of detention centre, improving the quality of reform work, decreasing the rate of recidivism, and promoting physical and mental health.Analyzing the problems existing in the psychological treatment of personnel receiving reeducation (drug rehabilitation) through labor and exploring the corresponding effective counter-measures are the current focus both in theory and in practice. Without systematic research, psychological consultation and treatment is mistaken for political and ideological education and external emotional support urgently needed by prisoners is seldom introduced to the psychological treatment. At present, because of various negative factors such as short of professional personnel, unsound operational mechanism, and unbalanced construction of psychological treatment center, the psychological treatment work of personnel receiving reeducation (drug rehabilitation) through labor fluctuates in low level and fails in satisfying the increasing requirements in Henan province.After analyzing the current situation of domestic psychological treatment of personnel receiving reeducation (drug rehabilitation) through labor, the thesis explains the general situation of psychological treatment with the introduction of psychological consultation. Based on the study of the establishment and development of psychological treatment centers in Henan province, the thesis, from a systematical aspect, points out some practical problems existing in the system of reeducation (drug rehabilitation) through labor, discusses the changes of laws and regulations and the external influences on reeducation (drug rehabilitation) through labor, and explores new approaches to improving the work of reeducation (drug rehabilitation) through labor. The thesis suggests that the government, guided by the change of concept, should build up the long-term supporting mechanism, strengthen the responsibility management and performance assessment of the police psychiatrist, so as to improve the educational results through transforming fror involuntary quarantine to psychologically voluntary quarantine.
