Research On Establishing And Improving China’s Urban Elderly Care Service System

Along with the population, who were born after the foundation of PRC, getting elderly, China is experiencing the1st old age boom. By the end of2012, the amount of elder had reached194,000,000, taking14.3%of the whole population,22,730,000of which were above80. This number will reach202,000,000and14.8%in2013. At the meanwhile, the advanced age, disabling and empty nest phenomena make it more severe and more complex to handle the aging issue. As a result, establishing and improving an urban pension service system (PSS), which is adapted to China’s real situation, to meet the various needs of the elder, is not only a long term strategy, but also the expectation of the whole society.This article starts from the history and status quo of urban elderly care service development in our country, and uses the advanced experience of the international elderly care service for reference at the same time, in order to draw the conclusion of how to solve the current problem of urban elderly care service in our country and strive to build a "multilevel and diverse" urban elderly care service system. In macro level, to speed up the transformation of family endowment to social endowment, and encourage autonomy endowment properly; In service mode level, to adhere to the priority of community endowment, and the institutions endowment is complementary; In service content level, guided by the demand level, to meet the demand of endowment service demand step by step; at the same time, adhere to the diversity of the subject of pension services, and form the pattern of "Five in One ",that government, social organizations, communities, families and individuals make joint efforts to achieve the endowment goal of "the elderly have support, reliance, happiness and achievement"The author, from theory to practice, raises a discussion about how to establish and improve the urban PSS under China’s current situation. In the1st and2nd part of this article, some relevant theory and concept of the PSS are stated. In the3rd part, expanding the investigative angle of view overseas, the author introduces the advanced mode and experience of Great Britain, USA, Japan and Singapore. In the4th part, the author describes the historical development of China’s PSS, as well as analyzes its actualities and issues. In the5th part, based on China’s status quo, a suggestion that China should construct a multi-level and diverse PSS, together with some methods are proposed.
