| China now enters a stage of an aging population, and it intensifies gradually. A series ofproblems caused by the aging population are an important subject to be solved.Home-based and institution-based care for the elderly are now two major modes of care,but they are more and more restricted by the family structure and supply and demand. Nowthe newly urban community home-based care model rises to be gradually recognized by theelderly. Compared with the traditional care model, the community-based care for theelderly combines the advantages of the traditional home-based care and institution-basedmodel which is a better combination of the care for the elderly. Community care for theelderly is in line with the current demand of the elderly. It is a reasonable new model, it hasan important significance in solving the growing urban aging problems.Changchun municipal community care service is currently in its initial stage ofdevelopment, though many communities are ready to offer such service but still problemslike inadequate routine care and facilities service, lack of financial resources, low medicalcare service, short of hands in local communities. Should it trace back for its reason, it ismainly the impact of factors of institutional, economic, management, policy andideological understanding.Therefore, in order to better the municipal community elderly care service, we need toestablish and improve system in laws and regulations to establish the mechanism ofmulti-channel investment to improve the community aged care service quality and standard;to reform and improve the existing community management and pension operation mode;to establish a multi-level home-based care for the aged service teams and earnestly toexplore the trial "pension savings" to solve the problems of care for the elderly. |
