Research On The Problems And Countermeasures Of The Supply Of Elderly Care Services In Nanjing YH Nursing Homes

With the acceleration of the aging process in the world,China is without exception.In the face of the rapid growth of demand for the elderly,the government does not have enough human and professional skills to meet the needs of the elderly,and the vigorous development of social organizations can just make up for the lack of the government.Therefore,the government can meet the growing demand by purchasing aged-care services provided by social organizations.There are many studies on the aged-care service supply at home and abroad,but the aged-care service is still in the exploratory stage in China,and the aged-care service supply is still insufficient and needs to be improved.As a private non enterprise which is is a kind of social organization,YH nursing home in Nanjing is a benchmark in the aged-care service industry.Therefore,it is taken as the research object.The first-hand information of the personnel inside and around the YH nursing home in Nanjing is obtained by means of questionnaire and interview,and the current situation of the aged-care service supply in YH nursing home is analyzed: the coexistence of various service modes,the diversity of service personnel and the customized transformation of service facilities,and summarize the effectiveness: most of the respondents are satisfied with the service,meet the differentiated needs of the elderly in different states,and integrate various resources to improve the aged-care service ability.At the same time,the problems in the aged-care service supply in YH nursing home in Nanjing are found: the inconsistent usage and utilization rate and demand of service,the limited cooperation effect between the government and the aged-care organizations,and the incomplete evaluation standards of the government which are not conducive to the development of the organization.Then,based on the theory of cooperative governance and coproduction and according to the framework of three characteristics of cooperative governance,this paper analyzes the causes of the problems found: from the perspective of the diversity of cooperation,the participation of other supply bodies is not high;from the perspective of equality of cooperation,the supply main body is not conducive to the development of the organization;from the perspective of consensus of cooperation,the consensus of service promotion needs to be improved.Finally,according to the problems found in the case analysis,the corresponding countermeasures and suggestions are put forward.In order to improve the supply quality of aged-care service,it is necessary to activate the multiple subjects of service supply: call on children to return to their families to reduce the pressure of YH nursing home,mobilize volunteers to join to supply the human resources of YH nursing home;balance the cooperation status of supply subjects: enhance the decision-making right of YH nursing home,transform government functions,clarify the functional boundaries,and improve the relevant security system of social organizations;and clarify the consensus among the cooperative subjects: increase publicity and change the concept of aged-care and introduce long-term care insurance mechanism,encourage the elderly to participate in coproduction to reduce the cost,so as to promote the cooperative development of aged-care service providers and enablethe elderly to enjoy high quality aged-care services.
