With the increasing complexity of global political,economic,cultural,and social fields,public crises have gradually become non-traditional security factors that affect the security and social stability of countries around the world,and they are constantly testing the government 's public crisis management capabilities.How to effectively deal with public crises has become an important part of the innovative social governance model in the new period.China clearly stated in the "Thirteenth Five-Year Plan" for the construction of emergency response systems that we should support and guide the development of social emergency forces and encourage the development of socialized emergency rescue.On February 13,2020,the Ministry of National Emergency Management,the Ministry of Civil Affairs and the Ministry of Finance jointly issued the "Guiding Opinions on Strengthening the Construction of the National Disaster Informer Team",emphasizing the need to explore the integration of social forces into the construction of the disaster informer team.This shows that guiding non-governmental organizations(NGOs)to participate in public crisis management in an orderly manner can not only enrich the participants in social governance,but also help improve the government's level of public crisis management.This article first systematically expounds the relevant theories and research status of public crisis management,and discusses the advantages and roles of NGOs participating in public crisis management in depth.Then,by taking the DTYX emergency rescue association as the research object and conducting the field investigation of the practice and effectiveness of NGOs' participation in public crisis management through interviews and case analysis methods,the paper systematically discussed the specific methods DTYX emergency rescue associations take in participating in public crisis management and their effects.It also explores the relationship between the government and NGOs for public crisis management in the "police-enterprise cooperation" social emergency rescue mode.Finally,the paper further points out the limitations and dilemmas of NGOs participating in public crisis management,analyzes the underlying reasons behind the existing problems,and proposes the countermeasures to improve the effectiveness of NGOs' participation in public crisis management.This article believes that NGOs have advantages in organizational mechanisms,operational concepts,and multiple services when participating in public crisis management.They can help prevent,control,and recover from the three stages of before,during,and after the crisis,so as to make up for the insufficiency of government in managing public crisis.At the same time,however,NGOs involved in public crisis management also have problems such as weak professionalism,information asymmetry,and lack of division of labor and cooperation.They need to carry out targeted improvement in terms of consolidating policy support,strengthening talent training,enhancing their capabilities,and establishing long-term cooperation,in order to provide valuable reference for the grassroots government to further improve the public crisis management system.
