Problems Faced By Landless Peasants And Countermeasures

In our country, land has been the basis of the basic guarantee of survival and life for the peasants. In recent years, along with the fast industrialization and urbanization, it’s a must to require a large number of farmland for the developing of city. Consequently, confiscating peasants’land and producing a large number of landless peasants are also inevitable. At present, the economic level of our country is still low. Thus the consummate land-confiscating system and the social security system haven’t been set up, which causes the fact that the landless peasant can’t enjoy the basic social security system. As a result, they change into the marginal and disadvantageous group in cities, which result in a series of social problems. And at the same time, it has become the serious problem and the great hidden danger for the economic development and the construction of harmonious society, and also become the focus of academia and Chinese government. In accordance with the requirements of constructing the socialist harmonious society, there is the bounden duty for the government to provide public goods in ensuring social justice. Based on the viewpoints of government function, researching the landless peasant’s problems and analyzing what measures should be taken by the government to resolved the social risks facing the landless peasants, has become an important theory and realistic problem to be concerned in the context of constructing the harmonious society.Based on the new public service theory, public goods theory and personal psychological theory as the theoretical basis, this research paper firstly introduces the present situation of landless peasants, and based on it, analyzes the main problems facing the landless peasants which areas following:the following life after losing land, employment problem, social security problem, identity conversion problems and psychological health problem, etc. Then from perspective of the lack of government function, the paper analyzes the causes of the problem facing the landless peasant in depth. Finally, this paper puts forward the countermeasures of solving the landless peasant’s problem for government from the following seven aspects:strengthening the service function of the government, improving the land requisition and compensation system, establishing a sound social security system of landless peasants, setting up the norms of public power and government behavior, helping the reemployment of the landless peasants, promoting the early realization of identity from the landless peasants to citizen and taking up the legal helping channel for the landless peasants after the damage of their interests.
