Study On Old-age Security Of Landless Farmers In Yunxiao County And Its Countermeasures

The 13th five year plan of the state clearly points out that we should coordinate urban and rural development and promote new urbanization and new rural construction.Urbanization is one of the focus and driving forces of China’s economic development for a long time in the future.With the gradual spread of cities and towns to the suburbs and even to the countryside,the agricultural land,especially the non renewable arable land,has been encroached upon and expropriated,which leads to the continuous emergence of pension security problems for the landless farmers.On the one hand is the needs of national economic construction and development,on the other hand is the livelihood of vulnerable groups.How to balance the relationship between the two,not only make the urbanization of high quality move steadily towards the established goal,but also effectively protect the legitimate rights and interests of landless farmers,and solve the problem of their pension security,has become an important issue of economic and social development.Based on Yunxiao County,Fujian Province,this paper uses the methods of literature research,investigation and comparative analysis,based on the theory of social security,the theory of demand level and the theory of land for security,combined with the results of field interviews,to study the old-age security of landless farmers.First of all,it summarizes the relevant research results about the old-age security of land lost farmers at home and abroad,introduces the relevant concepts and theories of the old-age security of land lost farmers,and lays a theoretical foundation for this study.Secondly,it introduces the general situation of land acquisition and pension security in Yunxiao County,and analyzes the current living conditions,income sources and economic conditions,insurance participation,understanding of pension policies,life satisfaction after land acquisition and other basic conditions of the landless farmers in Yunxiao County through the sample data of field survey.Thirdly,according to the results of the investigation,the paper points out the existing problems of the old-age security of the landless farmers in Yunxiao County,and analyzes the causes of the problems.Finally,from the four aspects of land acquisition system arrangement,the play of the leading role of the government,the transformation of government functions,and the diversified pension model,this paper puts forward countermeasures and suggestions to improve the pension security of land lost farmers in Yunxiao County.This paper holds that the core solution to the problem of land lost farmers’ pension security is to use the advantages of government enterprise cooperation under PPP mode to apply government purchase services to land acquisition and land lost farmers’pension security,eliminate the unfair and unreasonable phenomena in the process of land acquisition as far as possible,better alleviate the contradiction between the government and land lost farmers,and improve the pension security of land lost farmers To improve their life satisfaction and happiness.We should attach great importance to the old-age security of landless farmers and a series of related issues in the process of urbanization,and widely accept the realistic demands of landless farmers.At the same time,we should rationally plan and scientifically develop and utilize the land,which is a non renewable and precious resource,truly achieve fairness,transparency,openness and effective supervision,severely crack down on all illegal land occupation,curb a series of corruption phenomena such as dark operation and yin-yang agreement,effectively guarantee the welfare and rights of landless farmers,and enhance their integration into cities and towns and into modern development Confidence,to make sure that they are old and dependent.
