Research On The Problem Of Employment Of The Disabled People In China

The disabled is a typical social vulnerable group, who, due to the level of the development of our country, can’t be raised all by the government. So the employment of the disabled, as it can improve the disabled’s life quality and realize their value which could result in achieving the goal of "Equality, Participation, and Sharing", is particularly important. Our country has attained great historic achievement in this area during past decades. In2012, China emphasized the basic public service for the disabled in 《12th Five Year Plan of National Basic Public Service System》, which indicates the concern about the employment equality of the disabled. But currently it’s difficult to realize it owing to limited resources. So it’s practically significant to study the disabled’s employment.Firstly, this paper starts by introducing current condition of the disabled’s employment. Secondly, it brings up with problems of the disabled’s employment based on analysis of latest data. Then the paper concludes main reasons of the employment inequality of the disabled from three aspects, labor supply, labor need and the match between them. Finally, according to these reasons, it proposes some new advice: advancing rehabilitation and training for the disabled to improve labor quality of the disabled; driving the reform of welfare enterprises, ensuring the proportion of jobs for the disabled, developing community or welfare jobs, all of which can increase employment opportunities for the disabled; enhancing people’s sense of responsibility to help the disabled, improving the laws of the disabled’s employment and establishing employment information network for the disabled.This paper studies the employment of disabled from the perspective of basic public service’s equalization, aiming to promote the research on employment insurance system for the disabled and strategies to increase their job opportunities. Hopefully, it could draw increasingly more concern for the employment of the disabled and offer more effective approaches to solve this vital issue.
