Study On Improve Countermeasures Of Internet Anti-corruption

"Anti-corruption" has been one of the hottest issues most concerned by the public in two sessions’investigation for many times, Chinese ruling party has a profound understanding of the dangers of corruption, and introduced a series of policies and measures to combat corruption. The traditional way of combating corruption is within the system, there are many defects, it can not solve this problem fundamentally. In this context, the rapid development of network technology just provides a convenient way to the public, Internet Anti-corruption emerged.Anti-corruption network has many advantages,such as high security, high speed, high-impact and so on, the development of network technology promotes the public’s democratic aspirations and wishes of supervision more and more strongly, these factors have accelerated the development of anti-corruption network.in recent years, some corrupt officials have been punished by anti-corruption network. But it is a double-edged sword, while it plays an effective role in the fight against corruption, many problems and shortcomings arise too,which have brought some negative effects. Therefore, it is particularly important to analyze the problems and their causes to minimize its negative effects. with this as an opportunity,this article is based on the current development of Chinese network corruption, focused on analyzing the problems and their causes, and proposed four aspects of improvement measures and recommendations, hoping to do some use to the research and development of Chinese anti-corruption network.Chapter Ⅰ is introductory section, it mainly introduces the research background, significance, the present situation of domestic and foreign research as well as the research framework and the research methods.Chapter Ⅱ defines the concept and analyze the related theories, it defines the definition of anti-corruption network at first, analyzes the four aspects of the characteristics, and then expounded three theories as the theoretical foundation. Including agenda setting theory, public choice theory and the "gatekeeper" theory. Chapter Ⅲ mainly analyzes the problems and their reasons, summarized six parts, including proliferation of false information network; parts of the network medias lack their social responsibility; networks views leader’s behavior is not standardized; some government departments and leaders have exclusion in mental; network violence often occurs because of lacking the rules of law norms; the convergence between anti-corruption network and institutionalized anti-corruption is not enough; It analyzed the reasons after each question.Chapter Ⅳ proposed four aspects of improvement measures and proposals on the basis of the previous chapters, including strengthen government guidance, strengthen education and training for the leaders, strengthen the norms and education for internet users and network medias, Improving the convergence between anti-corruption network and institutionalized anti-corruption. It puts forward some concrete measures after each proposal.Chapter Ⅴ outlooks the development prospects of network anti-corruption in China, network anti-corruption will be a normalized and protected by the system way, it will make greater contributions to Chinese anti-corruption work.Limited to my theoretical level and reserved knowledge, this paper have many deficiencies. Network anti-corruption as a relatively new topic in academia, this paper only has done some superficial researches, deeper research needed a higher theoretical level and more reserved knowledge.The main contribution of this paper:First, it discusses its problems and do further research of the reasons based on the current development of Chinese network corruption, On this basis, it attempts to put forward four countermeasures and suggestions, hoping to do some help to solve the problems of Chinese network corruption and promote the development of Chinese anti-corruption. Using the agenda-setting theory as a starting point, this paper analyzed the strong influence on corruption of network in the Internet age as well as the reasons of the problems of Chinese anti-corruption, then it puts forward some countermeasures, it enriched the research of Chinese anti-corruption...
