Research On The Construction Of New Rural Ecological Civilization Of Jilin Province

The Fifth Plenary Session of the 16 th Communist Congress proposed a historic task of building a new socialist countryside, and put forward four destinations, production development, well-off life, rural civilization, clean and tidy village and democratic management. The Chinese Communist Eighteenth Congress proposed a new requirements that building beautiful China as a well-off society goal. To construct new ecological civilization in rural areas is an important guarantee to sustainable economic and social development.At the same time it is the meaning of the new rural construction in the new period. At present, the rural environmental situation in China is poor, the pollution in some rural areas are serious. Therefore, we must accelerate the pace of the ecological civilization construction in rural areas, at the same time strive to achieve the overall coordination of rural economy and society. We should enhance the level of ecological civilization to ensure the farmers enjoy the development achievements, and enjoy the beautiful China in rural areas.In this paper, we use the Marx doctrine as a guide, and took the problem of new rural ecological civilization construction in Jilin Province into consideration. At the same time combined with the reality of the ecological environment construction in rural areas, and did many researches on five parts. The introduction part introduces the background, research significance, domestic and foreign research results and research methods. The second chapter explains the theory about the construction of rural ecological civilization, including the concept and theoretical basis of rural ecological civilization construction. The third chapter divided into two parts, first introduces the Jilin province new rural ecological civilization. The third chapter introduces the construction of new rural ecological civilization in Jilin, and including the results of new rural ecological civilization, at the same time analyzed ecological demonstration area in Jilin. The fourth chapter analyzes the existing problems of new rural ecological civilization construction in Jilin. The fifth chapter is based on the principle of linking theory with practice, we proposed to promote the construction of new rural ecological civilization of Jilin Province from four aspects. Such as: improving the public education system of protection of rural environment, strengthening the pollution control of township enterprises, improving the protection laws of rural environment and improving the environmental management systems.The construction of New rural ecological civilization is the inherent requirement of achieving the "Beautiful China" target, it also is the other important step to fulfill the Chinese dream。The construction of new rural ecological civilization of Jilin Province has to absorb the useful experience of rural ecological construction abroad. According to local conditions, we also have to combine the characteristics and promote the rural development of the region, which provide new experiences for other regions.
