With the transition of society, public sectors are facing the missions of deepen the reforms in an all-round way. The capacities of leading cadres have directly related to the success of tasks of reform. Meanwhile, the public have paid close attention to the competencies and performances of duties of leading cadres of public sectors. To some extent, their images represent the image of state and government. So it has become an important task for the public sectors to improve the capacities of leading cadres.The thesis takes the cultivating and training of both leading cadres and reserve cadres as object of study, which contains the departments affiliated to the Hangzhou Municipal Government, and Party and Government Departments of district (county, city) under the jurisdiction of Hangzhou. It lucubrates both on theory and practice about the present situation of cultivating and training of cadres in China. The thesis analysis the common problems of cadres training, and seeks the effective solutions. Combined with successful experiences from foreign public sectors, the author tries to give suggestions for the reform of cultivating and training program of cadres. The public sectors could improve the capacities of cadres by following methods:adhering to the philosophy of people-oriented; focusing on human potentials; deepening the reform of system mechanism; undertaking proper transfer of personnel; and strengthening superintendence of education, etc. Then the public sectors will be able to deepen the reform of the cadre and personnel system, and reduce the cost of human resource management, which increase the effectiveness of administration.The thesis takes qualitative research as a key method, assisted with quantitative analysis, and also uses questionnaire survey and specific demonstration. By generalizing and analyzing the theory for the training of leading cadres in public sectors, the thesis aims to enhance the cadres’training practices for public sectors. It tries to give some advices to make the training program become more specific reasonable and effective. It will be helpful to strengthen the construction of cadres in public sectors. The author hopes that it will be benefit to the accomplishment of takes proposed by the Third Plenary Session of the18th Central Committee. At last, the author wishes the thesis could provide ideas to give a solid foundation for the leading cadres.
