The right of exploration is the core power of the local people’s congress and it’s standingcommittee.In recent years,the work of the local people’s congress is positive, promoting theeconomic construction and the democratic rule of law.But on the other side,the weakeningfunction of the local people’s congress is universal phenomenon,absence and non-effection ofsupervision for example.Some research results of the local people’s congress are puretheory,separating with the practical work of the local people’s congress.So we should connect thetheory and practical issue in the later research of the local people’s congress.We try to exploreand analyze the people’s congress supervisory work, clarifying the status and effect and subjectand object and scope and basic principle of the local people’s congress in contrast to the statesupervisory system.On this basis,we summarize the effect and problem of the local people’scongress supervisory work.Take the successful experiences of Heze’s people’s congresssupervisory work for example,we try to study the way which can intensify the local people’ssupervisory work.We want to offer some suggest to complete the system of the people’s congressand intensify the local people’s supervisory power.The paper is divided into five section：First,we set forth the background of the problem of local people’s congress supervisorypower.We explain the research status and object and method and expected effect of this topic.Second,we summarize the theoretical basis of our national people’s supervision and thestatus and effect of people’s supervisory work in contrast to the state supervisory system.weanalyze the elements of the local people’s congress supervisory work from the status and scopeand subject and basic principle of local people’s congress’s supervision.Thirdly,we analyze the situation and efficiency and problem of our national local people’scongress supervisory work.Fourthly,we introduce the successful experiences of Heze’s people’s congress supervisorywork from our working practice.Finally,on the basis of the successful experiences of Heze’s people’s congress supervisorywork,we raise the specific resource to clarify the local people’s congress’s supervisory powerfrom practical work.
