To Build Service-oriented Government Under The Balance Theory

The balance theory as the basic theory of modern administrative law since the1990s, after more than10years of development and evolution, theoretical circles and practice get more and more people start to accept this innovation theory. The theory is the precursor of action, our country is in a critical period of building a service-oriented government, and how to reveal the nature of the administrative procedures, administrative law specific to the unequal power relationship, and the function of administrative law in the existing context, is the balance theory must face problems.
