New Rural Community Management Of Beimu Towm Of Dongxing District In Neijiang City

The development of rural urbanization and urban modernization changed the rural management system and management mode of our country. In the process of testing and promoting in recent years, management and reform in the rural community has made some achievements. However, with the in-depth development of the rural community construction, rural community management is also facing some problems. In this paper, Beimu towm of Dongxing District in Neijiang City as an instance makes an empirical study on the existing problems of new rural community management. Through interview investigation and literature research, fully understand and master the basic situation of the construction and management of the new communities. On this basis of the preliminary study on new rural communities changes and diving force in Neijiang, summarizes the problems encountered in the new rural community management, provide with possible measures propose appropriate solutions.The main research contents include the following:(1) The development and change of the new rural community;(2) The management system and innovative design of the new rural community;(3) The analysis of the new rural community management system in Beimu town.The main conclusions of this paper include the following:(1) There are three main changes of the new rural communities:firstly, farmers participate in community management while pursuing interests themselves, to promote the development of new rural communities. Secondly, village culture prompting farmers to form sense of identity and belonging integrates and strengthen all kinds of community development factors, provides sustainable driving force for rural communities’ development. Finally, rural formal and informal community organization, combined external factors such as the government and the market with villages, introduces capital, technology and other resources to rural communities, converted into the internal driving force for rural development, promotes the healthy and harmonious development of rural communities.(2) Based on the research status at home and abroad, as well as the interview survey. Beimu town has the following problems encountered in the new rural community management:firstly, some of the leaders lacking of awareness to carry out the new rural community management work. Secondly, departments at all levels lack of coordination and cooperation in rural community management. Finally, the basic authority at town-gras is unclear about community management, and lack of funds to ensure effective management.(3) Policy suggestion:firstly, mobilize all the organizations to participate in new rural management and promote this work to carry out actively. Secondly, enhance awareness of scientific development, positively exploring effective ways to manage rural community. Finally, integrates of resources to form a service power.
