Study Of Rural Community Organization Management System

Since1949, rural grass-roots governance in China has experienced from the people’s commune system to "the village committee and the group of villagers" system. Villager Autonomy as a great creation made by millions of peasants has opened the modernization process of the socialist primary-level democracy with Chinese characteristics. However, with rural economic development, population flow and social structure change, the social basis of Villager Autonomy has changed greatly and "The Village Committee and the group of Villagers" system has been difficult to meet the needs of rural development and social management, thus rural society has been urgent to reconstruct the governance system. Against this background, the Rural Community Construction has been explored in rural society.Since the village community construction first experimented in Jiangxi province2001, the Rural Community Construction has experienced ten years. As a whole, the Rural Community Construction is still in the experimental stage. Both the local government and the academic circles can’t provide definite answer about questions such as what the Rural Community is, how to construct the Rural Community, where is regional scope and its function orientation etc. Based on this point, this article puts the topic strictly limited to the Rural Community organization management system research.In this paper, the meaning and responsibility of different organizations within range in rural community is comprehensively described in the beginning. On this basis, combing with the local government’s experiment, mainly doing researches focused on the relationship between the Rural Community and villager committee, township government, small village group, collective economic organization, community social organization, etc, this essay defines the function orientation and coordinate relationship of different organizations,then to promote rural community construction.The writer considers that the rural community construction is an important livelihood and social project which is implemented by Chinese Communist Party and government to realize basic public service equation and urban-rural integration. The rural community is a new grass-roots autonomous organization, and it lays more emphasis on the opening boundary, wide-spread participation and the sharing of service, especially for the groups and floating population in rural community. Community System is further developed at the foundation of the System of Villagers Autonomy which is based on the household registration and Collective Land System, it represents the new development direction of rural grass-roots governance.
