To implement the scientific concept of development, to strengthen and innovate the public administration, perfect the cadre appraisal system requirements of the scientific concept of development and the correct view, in recent years, our government learn from the experience of Western countries, government reform, vigorously promote government reform, transformation of government functions improve the assessment mechanism to adapt to the changing times and needs of the development. But at the same time we realize that the current assessment of the performance assessment of our party and government leaders were too general, not up to standard examination procedures, examination results to the lack of use and other problems led to the assessment of the incentive function failure, the performance appraisal should not play. These are all carried out of the great challenges facing the party and government cadres performance appraisal management and a severe test. Therefore, how to build a scientific and rational party and government cadres, performance appraisal mechanism, the correct value-oriented performance appraisal system on the behavior of civil servants, thus contributing to build service-oriented government in China is an important topic of the Party committees and governments should actively explore.This thesis is the construction of a modern government demand for performance appraisal and performance assessment role in promoting the construction of a modern government relations for the background, through the analysis of the national government performance appraisal practice patterns and the outstanding problems, especially in the Changsha municipal government performance appraisal specific object, a little to the surface, on the basis of the practice, research, use of literature analysis, the horizontal and vertical comparison method and the survey interview, to study the status of the party and government cadres performance appraisal in Changsha City, and combined with advanced the concept investigate the proposed deepening of government performance evaluation suggestions. The paper in addition to the introduction, the main contents include the following three parts:The first part described the theoretical basis of the government performance appraisal management, connotation and a description of the characteristics of government performance appraisal management, and thus leads to the inevitable trend of the value orientation of the government performance appraisal management and development of conducting government performance appraisal management necessity.The second part of the Changsha City, Hunan Province, combined with the actual research results, a detailed description of the city to carry out the practice of government performance appraisal management, and the problems and reasons for the detailed analysis.The third part of the problems for the second part, from the systematic integration of the system, policy recommendations, specifically to improve the program in three aspects, Deep layers of analysis, then a corresponding improvement measures and the opinions and suggestions to improve government performance appraisal management capabilities.
