The Consultative Democracy is a new paradigm of democratic theory, in which established in later20th century within Western Political Academia. It emphasizes through public consultation that integration of political and interest demands from all aspects based on wide consideration over public interest, thereby endowing legislation and policy-making with political legitimacy, in order to achieve ideals of rational legislation, participation in political affairs and civic autonomy. However, due to "bounded rationality" of the public policy process and the complexity of public affairs, introduction of consultative democracy into public policy process is seriously needed. As a form of rational decision making, consultative democracy can bring more scientific and democratic approaches into public policies.Based on theories of consultative democracy and public policy, this paper firstly argues that People’s Political consultative as an importance channel of socialist consultative democracyhas three major advantages:extensive social bonds, liberal and harmony environment, and outstanding consultative skills; followed with introduction of five functions:increase citizen’s political participation, fully express interests from stakeholders, fully coordinating various kinds of social relations, achieve scientific and democratic decision making, and effectively implementing of democratic supervision. Finally, three solutions were proposed based upon analysis of CPPCC. Yunnan CPPCC engaged In public policy formulation, implementation and monitoring process, as well as effects and problems. The three solutions are:strengthen the construction of the CPPCC itself, advancing legal construction of consultative democracy, and improving regulations of participation of consultative democracy.
