Effects Of Network Public Sphere Of Public Decision-making

Public domain between state and society as an important regulatory region, is an important contents of public management research. With the continuous development of modern information technology, network become an important way of expressing public demands。Internet public domain is a new public domain,and has become an important force to influence public decisions-making.This paper clarifys the public domain, the internet public domain,and public decision-making. The literature consultation and case method is the research method, a typical case in real life is the research object. It conducts a comprehensive system analysis about the internet public domain on the impact of public decisions-making. The author believes that internet public domain have a positive effect of public decisions-making:the expansion of public decision-making body, a rich source of information for public decision-making, and promote the implementation of public policy-making, and strengthen supervision of public decision-making; the intemet public domain have a negative effect of public decisions-making:participants underrepresented "false public opinion" to confuse decision-making body, the strong class monopoly right to speak, prone to cause decisions away from "public", network media is awash with emotion, weakening public policy reason, users participate in non-institutionalized, disrupt the normal decision-making process of these four aspects. Finally this paper puts forward some strategies and recommendations:foster rational participation of Internet users, improve the quality of Internet users, improve users participation in decision making mechanism; strengthen the network of public opinion to guide; strengthen the government network order management and control, in order to give full play to internet public domain for the positive role of public decision-making, and control network to limit the field of public policy-making public the negative effect. This study helps to build internet public domain on the impact of public decision-making model, provides basis for optimizating public decision-making, and provides support to fosters standardized network environment.
